Dr. Hans-Martin Dittmann joined Mazars as a partner in 2019 and is responsible for providing legal advice in the Public Services/Energy practice areas at the Berlin office. He focuses on advising municipal and state administrations and their affiliated companies, in particular utilities, transport and waste management companies, as well as health care institutions in all legal matters. Dr. Dittmann has many years of experience in public commercial law (waste, water and wastewater law, public procurement and state aid law, municipal commercial law, public price, finance and municipal tax law) as well as in energy and antitrust law. His particular focus is in advising on the remunicipalization/privatization/reorganization of facilities in the water, wastewater and waste management sectors as well as in the energy, health and social services sectors, the structuring of cooperations and mergers and the conduct of concession proceedings for cities and municipalities as well as advising utilities in their applications for concessions (electricity, gas, water, district heating).
