16.03.2020 – Es besteht Einigkeit, dass die Notfallversorgung reformbedürftig ist. Bereits im vergangenen Jahr hat Gesundheitsminister Spahn basierend auf einem Gutachten des Sachverständigenrates Gesundheit einen Diskussionsentwurf zur Reform der Notfallversorgung präsentiert, die mit dem jetzt vorgelegten Referentenentwurf (Stand vom 8.1.2020) umgesetzt werden soll. Eine Verabschiedung des Gesetzes ist bis Ende 2020 geplant.

05.03.2020 – Zahlreiche Krankenhäuser betreiben Blockheizkraftwerke und Photovoltaik-Anlagen als EEG-umlageprivilegierte Eigenversorgung. Das EEG-Umlageprivileg setzt seit dem EEG 2014 (Stichtag 1.8.2014) einen komplexen messtechnischen Nachweis voraus (sog. viertelstundenscharfe Messung/Zeitgleichheit). Weitere Vorgaben an die mess- und eichrechtskonforme Messung sowie Erleichterungen in Form von Ausnahmevorschriften zum „Messen und Schätzen“ enthält das EEG nunmehr seit dem 20.12.2018.

Nach der Problematik zur Versicherungsteuerpflicht von Einnahmenpools stand zuletzt die Steuerpflicht von sowohl im deutschen als auch in ausländischen Flaggenregistern eingetragenen Seeschiffen im Fokus. In der Ausgabe 2/2019 unseres Newsletters hatten wir über die am 22.2.2019 erfolgte mündliche Verhandlung vor dem Finanzgericht Köln (Verfahren 2 K 434/16 und 2 K 435/16) berichtet. Der 2. Senat des Finanzgerichts Köln hatte erwartungsgemäß den Fall dem Europäischen Gerichtshof (EuGH) vorgelegt.
