Profile

Noreen Völker and her team joined Mazars in 2019 and predominantly advise our clients on public commercial law issues. Her advisory work focuses on national and European public procurement law. Her 20 years of experience in the public service department of PwC Legal AG in Berlin have provided her with comprehensive expertise in the conception and implementation of complex public procurement procedures, in public procurement law support for privatization, restructuring and cooperation projects, as well as in advising on in-house structures. In addition, her work includes the preparation of expert opinions and statements on public procurement law issues as well as advice in connection with the organization of internal procurement, in particular, preparing internal procurement guidelines for public and sector contracting authorities. Noreen Völker advises clients on municipal, municipal budget and grant law concerning publicly funded procurement projects. She represents clients in review proceedings under public procurement law and vis-à-vis public authorities and funding bodies. Noreen Völker regularly speaks at client events and in-house seminars on current public procurement law topics.
