Dr. Hans-Martin Dittmann joined Mazars as a Partner in 2019 and is providing legal advice in the public services/energy practice areas at the office in Berlin. He advises municipal and state administrations and their affiliated companies, particularly utilities, transport and waste management companies, as well as healthcare institutions, in all legal matters. Dr. Hans-Martin Dittmann has many years of experience in public commercial law (waste, water and wastewater law, public procurement and state aid law, municipal commercial law, public price, finance and municipal tax law) as well as in energy and antitrust law. His primary focus is advising on the remunicipalization/privatization/reorganization of facilities in the water, wastewater and waste management sectors and the energy, health and social services sectors. Furthermore, he focuses on structuring cooperations and mergers, conducting concession proceedings for cities and municipalities and advising utilities in their applications for concessions (electricity, gas, water and district heating).
